Under a Washington state regulation passed in the year 1998 in the month of March and amended in the year 1999in the month of May, it is unlawful to mail a commercial e-mail message that make use of a third party's domain name and lacking authorization; that also have fake or mislaid map-reading information; or by means of a fake or deceptive topic line. The regulation applies if a memo is send from Washington; if the dispatcher be familiar with that the receiver is a Washington inhabitant; or if the registrant of the domain name restricted in the recipient's address will verify upon call for that the receiver is a Washington inhabitant.
